I have a 40 gallon tank that I thought the implementation of a bubble tip anemone in my clown fish. I wonder whether it is a good idea, and what is the precise lighting and power requirements of these anemones are.

Bubble tips are required photosythentic most lights, intense. T-5 or metal halide lamps, at least. Anemones are not for beginners or new reservoirs. They require a stable deposits very mature in order to survive. Your clownfish need an anemone to be very good without them.
